(by Private Notice): I beg to ask the Under-Secretary of State for Foreign Affairs whether any reply has been received from the Government of the United States on the subject of belligerent submarines visiting neutral ports, and whether he is in a position to make any statement on the matter?

A reply has been received. The discussion of the matter with the United States Government is still continuing, and I regret that I am not at present in a position to make any further statement.
