CORNWALLasked the Prime Minister whether, in view of the danger of damage and injury by explosion to the property and lives of third parties which has arisen owing to the creation for the purposes of the War of Government and other factories handling high explosive substances, and the fact that such a happening would not be covered by any ordinary existing policy of fire insurance, he can make any announcement as to whether the State assumes liability for ail such damage and injury consequent upon explosion in any such factory?
