Mr. NOEL BUXTONasked the Under-Secretary of State for Foreign Affairs whether His Majesty's Government have taken steps to fill the vacancy caused by the death of one of the members of the Permanent International Commission created by the Treaty between the United Kingdom and the United States of America, signed at Washington, 15th September, 1914, which is authorized under that Treaty to settle all disputes between the two Governments which fail to be adjusted by diplomatic methods?
