§ Mr. HAYES FISHERI do not know whether the House of Commons ever gave permission, but I think the Government have the inherent power to appoint such Commissioners.
§ Mr. HOGGECan the Government appoint Commissioners at a salary on the basis of the White Paper which they have issued without it being discussed by the House or the House passing the money which is to be paid?
