Mr. RENDALLasked the Secretary of State for the Home Department whether, under the existing lighting restrictions in certain areas, the justices are bound to convict in every case brought before them in which a superior police officer is of opinion that the light seen outside a building is too great, although the justices themselves, having seen the light, are of a contrary opinion to that sworn to by the superior police officer?
