§ The PRIME MINISTER (Mr. Asquith)The Reserve Cavalry Regiments are primarily draft-producing units. Rifles are allotted according to training requirements. The regiments in question contain a large proportion of recruits. The same practice is followed in this matter in Ireland as obtains in England.
