asked the First Lord of the Admiralty whether unlicensed pilots are now largely employed for North Sea pilotage work by shipowners on the East Coast; and, if so, will he take steps in ensuring that none but licensed pilots shall be employed for this purpose, and also that pilotage shall be made compulsory in the case of all neutral vessels on the East Coast of England and Scotland and placed under the supervision of the various pilotage authorities?

It is not considered necessary or desirable to make any change at present in the arrangements respecting the pilotage in the area under reference.
