asked whether any communications have passed during the present War between the Governments of the United States and of Great Britain with reference to the use by the latter of coloured troops in Europe, such use by England being condemned in the American Declaration of Independence as a crime against the white race; and whether any such communications will be submitted to the House?

With reference to the third paragraph in the question, will the Secretary of State confirm the statement that 179,000 negro troops were employed by the North against the South?
