Prime Minister whether, seeing that the Germans continue by night to drop bombs from airships indiscriminately on places neither fortified nor where munitions of war are made, and that their official reports have stated that certain towns have been bombarded, whereas no airships have, in fact, approached within fifty miles of the said towns, he will say, in view of these continued outrages on the civil population contrary to The Hague Convention, that on every occasion when bombs are dropped on unfortified places, or places where munitions of war are not made, His Majesty's Government will sequester for each such offence a large sum of the German moneys invested within the British Empire?
