Mr. NIELDasked the Secretary of State for Foreign Affairs what are the conditions of naval and military service in force in France, Italy, and Russia, and also Germany and Austria, with regard to the pay and allowances to the dependants of professional men and others engaged in civil occupations and earning substantial incomes at the outbreak of war who have been summoned to the Colours; and whether there is any total or partial suspension of current obligations for rent, rates, taxes, insurance premiums, or their equivalent periodical payments in such countries?
