asked the Minister of Munitions whether the Carlisle licensing justices lose their functions as such; whether there will be no licence transfers or Licensing Sessions; and, if so, why did the Board of Control which closed the licence of Mr. Harvey, Leith Street, Edinburgh, for eight weeks allow the licence to be closed by the magistrates?

The question of the functions to be exercised by the licensing justices during the necessary suspension of their existing functions has been discussed with them, and is receiving careful consideration. At Edinburgh, where the houses are not being taken over, the Licensing Court exercises its ordinary jurisdiction in the matter of renewals.

Is my right hon. Friend aware that the case I have mentioned was a case in which the Board of Control closed the licence for eight weeks, and in the interval they allowed the licensing authority to interfere?

Dr. ADDISON

I understand that at the expiration of eight weeks the licensing authority refused the licence.
