asked the Secretary to the Admiralty whether he can give the percentage of engine-room artificers promoted to chief engine-room artificers, between the 31st July, 1913, and the same date in 1914, also the percentage of such promotions to long and continuous service engine-room artificers between the 1st August, 1914, and the 31st July, 1915, and similarly for the period embraced between the dates 1st August, 1915, and 30th April, 1916; and can he say how many Royal Naval Reserve engine-room artificers, and engine-room artificers who have joined the Royal Navy for hostilities only, have been promoted to chief engine-room artificers since the 4th August, 1914?

The percentages of engine-room artificers advanced to chief engine-room artificers during the periods named arc approximately as follows:—

  • Between 1st August, 1913, and 31st July, 1914, 3.8 per cent.
  • Between 1st August, 1914, and 31st July, 1915, 5.5 per cent.
  • Between 1st August, 1915, and 30th April, 1916, at the rate of 3.5 per cent, per annum.
In addition to the above, ten engine-room artificers, entered for the period of hostilities only, have been advanced to chief engine-room artificers since 4th August, 1914. Since the rating of chief engine-room artificer, Royal Naval Reserve, was established in August, 1915, 258 engine-room artificers, Royal Naval Reserve, have been promoted to that rating.
