§ Mr. CHAMBERLAINIt would not be possible in present circumstances to publish a complete account of events connected with Serbia. The Papers involve the communications of the other Allied Governments with the Serbian Government and with each other; they cannot be published without communicating those portions of them which concern other Allied Governments, to those Governments and obtaining their consent, and I cannot see how that is to be done without great expenditure of labour and time that ought to be devoted to work essential to the prosecution of the War.
