asked the President of the Local Government Board if he will state, for the guidance of tribunals, whether the Government have made or will make arrangements to relieve licence holders of responsibility whilst on military service without the holders having to give up the licence, or is it necessary to have the licence transferred to wives or relatives; and, if not, in the event of a conviction against the house, who will be responsible?

The answer to the first part is in the negative, and, though I have no authority to determine a question of law under the Licensing Acts, I am advised that if licensed premises are to be kept open when the licensee is called up for military service, it is necessary that the licence should be transferred to some responsible person.

Does that apply to the manager of a club who is called to the Colours?

No, there is no licence issued in such a case.
