asked the Under-Secretary for Foreign Affairs whether he can now state the result of the negotiations announced on 9th May to allow a certain number of British ministers of religion to be interned in Germany and to conduct services in the prisoner camps during the period of the War?

Lord R. CECIL

I regret to say that no reply has been received from the German Government either to our original proposal referred to in the hon. Member's question or to a modified proposal which we made towards the end of May that the ministers in question should reside in Germany without being interned. We consider that the German Government should agree to this modified proposal because, as was explained in our Note to the United States Ambassador, five German clergy are allowed to reside in this country uninterned and to minister to German prisoners of war. We have asked the United States Ambassador to press the German Government for a reply.

Will it be possible for my Noble Friend to renew the negotiations now?

I assure my hon. Friend I sympathise very deeply with the proposal, and anything that can be done shall be done.
