§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Lord Robert Cecil)I regret to say that we are so far without any information as to the treatment of the non-commissioned officers and men who were taken prisoners at Kut, although the United States Embassy at Constantinople are sparing no efforts to obtain this information.
