Friend's purpose if I say that the primary military examination is directed to determining whether a man who offers himself for enlistment is deficient of intelligence, suffers from impediment of speech, and whether he is in all respects desirable as a recruit. The primary military examination is carried out by the recruiting officer or recruiter.
