§ Lord R. CECILThe correspondence on the subject is at present proceeding, and it would not be in the public interest to publish it now. But I will see that the hon. Member's suggestion is carefully considered.
§ Mr. DILLONMay I ask the Noble Lord whether he can give an undertaking to the House that we shall not be committed to any dispute with the United States in this matter without giving the House the opportunity of considering the whole subject?
