CECILThe terms of the Treaty were communicated to His Majesty's Government confidentially by the Japanese Government before publication, and His Majesty's Government thereupon expressed to both the Japanese and Russian Governments their great satisfaction on its conclusion. Otherwise no communications have passed between His Majesty's Government and the Governments concerned, and it does not therefore seem necessary to lay any Papers on the Table.
