Mr. WINGasked the Secretary of State for Foreign Affairs if he will consider the desirability of declaring herrings as contraband in order to prevent the passage of quantities of such fish through Holland to our enemies, especially such as are not caught in Dutch waters, or if he will consider if this would be more easily accomplished by extending the application of the Iceland split-cod arrangement with Denmark to include herrings and thus place Holland in the same position as the above-named?
