asked the President of the Board of Trade if he will state on what grounds the importation of bulbs has been prohibited; and whether it is proposed to partially or wholly withdraw the prohibition during the continuance of the War?

Mr. HARCOURT

The prohibition of the importation of these, as of many other classes of goods, was imposed with a view to securing tonnage space for goods more essential in the national interests. It is not proposed to withdraw the prohibition, though circumstances may, of course, arise which may justify the issue of licences in exceptional cases.

Mr. WATT

Is the right hon. Gentleman, aware that cut flowers are permitted still to be imported from Holland? Does that not seem very inconsistent?
