Mr. LOUGHasked the President of the Board of Trade whether his Department intends to give effect to a scheme for pooling all railway wagons; if so, whether those owned by private traders will be included; whether he is aware that many of the wagons owned by private traders form the principal goodwill of their business and that large debts are due upon them, so that if they were compulsorily seized without adequate compensation being paid it would mean ruin to the traders as well as difficulties to the localities which they supply with coal and other commodities; and what provision he intends to make to deal with this difficulty?
