§ Mr. TENNANTIf the Advisory Committee, acting in co-operation with the military representative, agree that a man 1431 who has not been starred, but who works in a starred occupation, is entitled to be starred, he should be treated as a starred man by the recruiting authorities. The local tribunal can also recommend that a man be starred, but such recommendation has to be referred to the Central Appeal Committee for confirmation.
