15. Mr. HOGGE

asked the Chancellor of the Exchequer whether he contemplates using any form of State lottery in order to raise further funds for the purposes of the War?

Mr. McKENNA

As my hon. Friend is aware, a Committee is now examining the whole question of War Loans designed to attract the savings of the small investor. I should prefer not to anticipate in any way the recommendations of that Committee except so far as they have already been made and acted upon.

Mr. HOGGE

Will the right hon. Gentleman say whether the Committee has actually had before it or means to have before it any proposal for a State lottery?

Mr. McKENNA

I believe that suggestions as to a State lottery have been made, but I do not think any report on the subject has yet been received.

Mr. HOGGE

Will the prizes be political or financial?

Mr. McKENNA

I do not think that matter has, so far, been considered.
