§ Mr. TENNANTMen who are medically unfit for service abroad or at home, and who are not likely to become fit within six months, are discharged from the Service; but men who are temporarily unfit are not discharged. I recognise the necessity of returning to civil life men who are no longer fit for military service, but it is necessary that the permanent unfitness should be conclusively established.
