Mr. MORRELLasked the Under-Secretary of State for War whether it is the usual practice to grant a few days' leave to soldiers going on active service before they start for the front; whether he is aware that in some cases recently this leave has not been given, owing to the fact that the orders were received too late to allow the necessary time; and whether he can see his way to take any action in the matter?
