§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Lord Robert Cecil)The publication of this and other correspondence on the same subject is under consideration, but as the moment for publishing correspondence which is still in progress depends partly on arrangements with the other Governments concerned, I can say nothing definite.
As to the last part of the question, consultations with our Allies are proceeding on the whole subject, and I should prefer to make no statement at this moment.
