It seems to me that the proposal put forward is only elementary justice.
§ Mr. DUKEThe Clause is almost a contradiction in terms. It is open to the same objections and supported by the same considerations as a previous one. I would point out to the hon. Member who has moved it that there is a little redundancy in the second line, the words "poor rate or" might come out. In accepting the Clause thus amended I have gone as far as I can.
