asked the President of the Board of Trade whether the explanation of the rise in freight of coffee from Liverpool to Africa between July and August last was furnished by the shipping companies; and whether he has power under the Defence of the Realm Acts to prevent this increase of freight being maintained; and, if so, whether he will exercise such power?

The explanation of the rise in freight on coffee, which was communicated to my right hon. Friend, was furnished by the shipping companies. I have some doubt whether the Defence of the Realm Acts could be used to regulate freights on coffee.
