asked the Secretary of State for Foreign Affairs whether he has considered the question of the money guarantee which has often proved an obstacle to the entrance of well-educated young men to the Diplomatic Service; and whether, in view of recent events, he will abolish this proviso so as to widen the area from which men of ability may be obtained?

Lord R. CECIL

The proposals made by the Royal Commission are being discussed at the present moment, but I cannot yet say what changes will be made in the regulations for the Diplomatic Service.

Is the Noble Lord in sympathy with the general tenour of this question?
