71. Mr. GINNELL

asked the Prime Minister whether, before joining in the Franco-British Note with reference to the formation of a new kingdom of Russian Poland, the two Governments had agreed to make the restoration of the integrity and independence of entire Poland a condition of peace and to the separate representation of Poland at the International Peace Conference to follow the War; whether Russia concurs; whether a joint declaration of the three Powers to that effect will be made; and whether the same policy will apply to all small nations now subject to any of the Allies whose help in the War has been obtained on the promise that it would apply?
