Dick Kerr, and Company, in which the decision of the Court was that a contract is not determined by action taken by the Ministry of Munitions which renders it impossible to continue its execution; and whether he intends to introduce legislation to define the position of contractors under conditions brought about by the Defence of the Realm Act and other exceptional legislation necessitated by the War?
