§ Mr. LONGI am afraid my hon. and gallant Friend does not realise that it takes some time and consideration to evolve documents containing the technical and administrative details which the Department's Order and circular comprise. I am as anxious as he is that the scheme shall be set going, and I can assure him that there has been, and will be, no avoidable delay.
