My Noble Friend is anxious that these Papers should be published, but I am afraid there are valid objections to publishing Papers of this sort while the War is in progress. I must, however, repeat that Lord Haldane's visit to Berlin and all his proceedings in connection with it were undertaken at the request, and with the cognisance, of his colleagues.
