Mr. CATHCART WASONasked the Secretary of State for War if he is aware of all the facts connected with the punishment of Driver Graham, namely, that it was his first offences; that every practical motor driver knows that it is at times practically impossible to keep the speed of the motor down to six miles an hour; and that the punishment inflicted was that of the severest nature; will he restore to Mrs. Graham the money of which she has been deprived; and whether, if he is unable to do this and the money is raised by public subscription, any further punishment of Driver Graham will follow?
