asked the Under-Secretary of State for Foreign Affairs whether he has any reason to suppose that the Government of the United States would refuse to allow persons who are legally Russian subjects to land in America even though belonging to the Jewish race?

I have no information except what is contained in the Immigration Laws of the United States, which are public property.

Is there any evidence to show that the United States in times past have refused to allow these persons to enter?

Not as far as I know.
