Mr. SAMUELMany false reports have been disseminated on this subject, partly, no doubt, through honest misunderstanding, but partly also from perverse motives. I am informed that in one instance the police have found it necessary to warn the editor of a journal that he was responsible for advertisements as well as for editorial matter and news.
