40. Mr. SNOWDEN

asked the President of the Local Government Board if he is aware that military service tribunals are granting exemption on grounds of business and domestic hardship on condition that the man undertakes to become either a special constable or joins a Volunteer corps; and will he say by what authority either of these conditions is imposed upon men who have proved their claim to exemption on one of the legal grounds on which the Act provides for exemption?

Tribunals are authorised to grant conditional exemption, and may impose any condition which is reasonable.
