Mr. POLLOCKasked the Postmaster-General whether he is yet in a position to make an announcement in regard to the application of the Holt recommendations for surveyors' clerks, which were announced in August, 1913, and included in the Post Office Estimates for 1914–15 and 1915–16; if not, whether the cause of delay in applying the recommendations already passed by Parliament can be stated; and when a decision in the matter may be expected?
§ Mr. HERBERT SAMUELThe recommendations of the Royal Commission on the Civil Service overlap those of the Holt Committee in respect of the clerical classes, and, as the Government cannot deal with the first during the War, it is a matter of great difficulty to deal with the second. I am in communication with the Treasury on the subject, but I am not at present in a position to say whether the claims of the surveyors' clerks, or any other section of the clerical classes, can be dealt with.
§ Mr. POLLOCKWhat will be done with the provision in the Estimates of 1914–15 and 1915–16 by which provision was made for the extra payment for these particular surveyors' clerks?
