asked the Minister of Munitions whether cases have been brought to his notice in which employers have dismissed workmen and at the same time withheld their leaving certificate under the Munitions Act; what is the number of workmen treated in this way; and what steps will be taken to make certain that workmen dismissed by one munition firm shall have no legal obstacle placed in the way of obtaining work elsewhere?

Some cases of the kind referred to by my hon. Friend have occurred, but I have no exact figures with regard to them. The general practice of the Department is to advise employers in cases of dismissal to give certificates, and I believe that this is the course generally adopted. Where a certificate is refused the proper remedy is to apply to a local munitions tribunal, which alone has authority to settle the matter.
