asked the First Lord of the Admiralty whether the Government still hold to the view that it is not possible to grant an all-British specification for Navy boots; and whether, in face of the necessity recently referred to by the Chancellor of the Exchequer of keeping as much money as possible in this country, he will reconsider his decision not to give an all-British specification?

As regards sole leather, the usual stipulation for British leather in making contracts for boots to be manufactured to Admiralty specification is adhered to. As regards upper leathers it has been necessary to continue to admit both British and foreign tanned leather of suitable quality in order to obtain the quantities required. The point referred to by the hon. Member, however, is a guiding principle of Admiralty contracts under present conditions, and preference is given, and will continue to be given, to-British goods so far as circumstances permit.

Does the right hon. Gentleman say that an all-British specification was given?

Dr. MACNAMARA

I cannot quite-follow to what the hon. Gentleman refers. The sole specification has been printed; the uppers can be either British or foreign. We are increasingly securing British supplies.

Is the right hon. Gentleman aware that an all-British boot costs on an average about 3s. more than a boot composed of British and foreign leather?

I could not say.
