asked the Secretary of State for Foreign Affairs, whether, in accordance with the Agreement signed in Peking on 6th August, the Chinese Customs House has been reopened at Tsing-tau; whether the passport system introduced by the Japanese in that city requires evidence from British traders as to social status and other facts; and whether this has affected their commercial operations?

In reporting the signature of the Agreement of 6th August, His Majesty's Minister at Peking stated that the 1st of September had been fixed as the date for the opening of the Chinese Customs House. I have no further information on the subject, nor have I any in regard to the passport system referred to in the second part of the question.
