Resolution reported, "That a Supplementary sum, not exceeding £200,000, be granted to His Majesty, to defray the Charge which will come in course of payment during the year ending on the 31st day of March, 1916, for His Majesty's Foreign and other Secret Services."

Motion made, and Question proposed, "That this House doth agree with the Committee in the said Resolution."

I asked for an assurance on the last Vote for the Secret Service that it was to be considered a War figure, and no doubt that will be repeated. The Parliamentary Secretary to the Treasury will remember the circumstances, and perhaps he will give the assurance again.

Yes, Sir, this Supplementary Vote is a wholly exceptional Vote, and is caused exclusively by the War.
