1. Mr. JOWETT

asked the Secretary of State for Foreign Affairs if he will state on what grounds he recently refused to issue passports to the delegates appointed by the Independent Labour Party to take part in a conference between those sections of the Socialist and Labour organisations of the different belligerent nations as are desirous to discuss amongst themselves what they can do to secure the conditions of an abiding peace?

The passports were refused because His Majesty's Government considered it would be contrary to the public interest to issue them.

Are we to conclude that the hon. Member for Bradford is not dangerous at home but is dangerous abroad?

Sir E. GREY

I am not aware that the hon. Member for Bradford is one of those who asked for a passport.
