Burns, Bassick and Company, of New York, through a London representative, made an offer to the Government of 2,000,000 shells, at seventeen dollars apiece; whether this offer was refused by the Government on 19th July; and whether, before that date, Messrs. Morgan, of New York, purchased these same shells for the Government at eighteen dollars each?

Burns, Bassick and Company has reached the Government through any London representative, and the president of the company has stated that there is not a word of truth in the statements set out in the question.
