36. Mr. HOHLER

asked the Secretary of State for the Home Department whether, during the continuance of the War, he will take steps to suspend the operation of Section 19 of the Licensing (Consolidation) Act, 1910; whether he will send a circular to the justices pointing out that any funds in hand and not required for the payment of compensation for licences refused might be invested in the War Loan; and will he, if necessary, introduce legislation to effect this purpose?

This proposal would have the effect of stopping the process by which the number of redundant licences is being reduced. I do not think the Government would be justified in taking any steps to that end. The need for the extinction of licences is not diminished by the War.
