Sir JOHN JARDINEasked the Under-Secretary of State for India whether any arrangement has been made to increase the total emoluments of Territorial troops serving in India; if it will apply to officers and non-commissioned officers as well as to the men; and what is the nature and extent of the enhancement, if any, and from what date payable?
§ The UNDER-SECRETARY of STATE for INDIA (Mr. Charles Roberts)The Government of India, after careful examination of complaints made, have come to the conclusion that the Territorials are worse off as regards their total emoluments under peace conditions in India 1479 than at home under active service conditions. The Secretary of State is consulting the War Office with a view to arranging for payment of a special daily allowance to officers of the junior ranks and to all warrant officers, non-commissioned officers and men of the Territorial Force serving in India.
§ Sir J. JARDINEWhat is meant by the expression "officers of the junior ranks"? Is it to include all lieutenants and captains?
§ Mr. ROBERTSAs this matter is under consideration at the present time I do not think I can reply more definitely.
§ Colonel YATEWill special consideration be given to the claims for proficiency pay on the part of the Territorial service, and will you give some relaxation of the present rule, which presses so hard upon the men?
§ Mr. ROBERTSThis matter and the other matters are under consideration at the present time. I do not think I can go beyond what I have said.
