Mr. CATHCART WASONasked the Secretary to the Admiralty if his attention has been called to a notice published in Lerwick with reference to photography, etc.; if such notice is in the usual form; and if such notice includes prohibiting a photographer from carrying on his ordinary business, such as selling films, plates, and other ordinary photographic appliances?
§ Dr. MACNAMARAThe notice is based on the Defence of the Realm Regulations (No. 19). Under that regulation, the competent naval authority is empowered to permit exceptions to the general regulation, and the case referred to in the question appears to be one which should be dealt with by direct application to the competent naval authority, who should be governed in his action by Regulation No. 1, which states that the ordinary avocations of life and the enjoyment of property will be interfered with as little as may be permitted by the exigencies of the measures required to be taken for securing the public safety and the Defence of the Realm.
