§ Mr. TENNANTUnder a recent decision promotion can be made to the rank of major, and this will give a considerable amount of additional promotion in the lower ranks. I am informed that three second lieutenants have been promoted to be lieutenants and three lieutenants to be captains in the period mentioned.
