asked whether Germans trading in China are treated as neutrals in view of the fact that they enjoy the privilege of extra territoriality?

I must refer the hon. Member to the announcement issued by the Board of Trade on the 23rd of December last, according to which transactions between British traders in the United Kingdom, and in China, and German, Austro-Hungarian or Turkish subjects and firms commerically domiciled in China are not expressly prohibited. But in the opinion of His Majesty's Government such transactions are undesirable at the present time. The question of adopting a more drastic policy is, however, under under consideration.
